About RWS
Recycled Water Solutions (RWS) is a South Australian consultancy helping both suppliers and users of recycled water manage their systems with confidence. We combine first-hand operational knowledge with specialist regulatory expertise to provide practical, tailored support.
Our services span the full spectrum of recycled water management — from navigating approvals and developing Risk Management Plans to reviewing irrigation practices and strengthening operational controls. Whether you’re a council operating a CWMS, a water industry entity running a treatment plant, or an irrigator seeking approval to use recycled water, RWS can help you ensure your systems are safe, compliant, and sustainable.
Beyond compliance, RWS supports clients to use recycled water as a tool for achieving broader goals: addressing water scarcity, reducing environmental impacts, and supporting sustainable growth in communities, agriculture, and industry.

Gretchen Marshall (BSc, GradDipSc) is the Principal Consultant at RWS, with over 15 years’ experience in wastewater treatment, recycled water compliance, and public health regulation.
Her career began at SA Water in the graduate program, working in the water treatment team at the Australian Water Quality Centre. Within months she moved into wastewater operations, supporting 13 regional treatment plants across South Australia. After five years, she became SA Water’s Recycled Water Specialist, overseeing 36 recycled water schemes and acting as the lead liaison with the Department for Health and Wellbeing (DHW).
Her experience spans both ends of the treatment spectrum including advanced metropolitan treatment plants such as Bolivar, Christies Beach, Aldinga, and Glenelg, and small-scale systems in regional towns and remote Aboriginal communities. This breadth has given her rare insight into the practical challenges in wastewater operations and the regulatory expectations for when supplying both high and low-quality recycled water.
In 2023, Gretchen undertook a secondment with DHW’s Wastewater Management team where she conducted a state-wide review of municipal wastewater treatment plants and created tools and templates to strengthen regulatory assessment.
Through RWS, Gretchen applies her unique blend of technical and regulatory experience to support councils, water industry entities, and irrigators. She founded RWS to provide practical guidance, strengthen regulatory confidence, and simplify the management of recycled water systems. Her focus is on helping clients not only meet compliance obligations but also achieve long-term water security and environmental sustainability through the safe and effective use of recycled water.
